The ERV is a complete packaged ventilator. It brings in fresh outdoor air, exhausts stale indoor air, and moves heat and moisture between the two streams so your heating and cooling equipment does less work. The ERC is the wheel cassette on its own, sized to drop into a system that already has supply and return fans.
